There could only be one reason to stay at this place: you have no other choice. Just like me, when planning out my road trip, I needed to stop over in the Nemuro area. There is not much on offer, so I convinced myself that I could stay for one night. It turned out to be by far the worst hotel during the whole trip, both in absolute terms (cleanliness, maintenance) and in terms of price/performance. Typically, you get a much bigger, clean room, with great amenities (often onsen in the hotel), AND breakfast included for about the same price. This does not make it a bad place for the owner, quite to the contrary. In real estate, if you do not invest, and have the shabbiest housing, you typically make a better return than any new, flashy own. So somebody is going to make a good deal out of this hotel. It is just not going to be you as the guest.
