If you are a foreigner looking for a budget hotel, stay at any APA. Very clean, very accommodating and accessible to surrounding areas. This one in particular was very nice, away from super crowded and touristy areas but still a chill part of Tokyo.

Location is very far from everything
Could not find a restaurant as they all required reservations. Hotel was fine if you have a reason to stay in this specific area. We ended up earing feom the convenience store.
